No. Changes apply only to the component or area you selected, and you see the before and after next to each other before deciding.
The board outline and mounting holes are not changed on a whim — those are dimensions that have to match an enclosure, and getting them wrong means the board doesn't fit. Ask with explicit dimensions and it will change them.
